I have never had to get any personal items chromed but at work we use Egberts Street Rods http://www.egbertsstreetrods.com/index.asp when we need wheels fixed for customers cars and they do really good work.  That is the only place I know of, hope it helps.

Rechroming rims could cost up to about 130$ a piece. I bought my new 18x9 wheels for that much.

RoughneckRIco is right.  For the same price as re-chroming you could easily get a new set of rims.
